Stratas can use bulleting and notice boards to communicate some information to Owners. The Strata Property Act does not permit the use of an electronic bulletin board as an official means of communication, but it also does not prevent it.
Stratas establish a requirement for Quorum to prevent "tyranny of the minority". However, this must be balanced with the requirement to have genuine meetings.
