An Owner does not lose their right to participate in democracy because they cannot attend a General Meeting. The power to appoint a proxy is important to proper governance of a Strata Corporation and a robust and resilient Strata Community.

Owners and Council must have access to a Strata's current official Bylaws. The only official version is the bylaws filed with the LTSA.

Councils need to be able to delegate tasks and authority but it must be done thoughtfully and in consideration of the risks involved.
